In March 2018, China’s State Council announced a government reorganization aimed at improving efficiency and customer service in many parts of the Chinese government. The reorganization merged most of the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) into the General Administration of Customs of the People’s Republic of China (GACC).


 
On March 1, 2018, China’s General Administration for Quality Supervision and Inspection and Quarantine (AQSIQ) published a “List of Feed Additives and Feed Pre-mixed with Additives Approved for Imports to China by Countries and Regions (Updated to March 1, 2018)" and a “List of Feed Raw Materials, Pet Food and Compound Feed Approved for Imports to China by Countries and Regions 
(Updated to March 1, 2018).” This report is an UNOFFICIAL translation of the two lists for the part related to the United States. The U.S. government and industry have been working with AQSIQ on procedures to gain full market access for U.S. feed additives and feed premixed with additives to China. Executive Summary: 
Generally, this is a routine update on market access and registration procedures of exporting facilities based on AQSIQ Decree No.118. However, the “List of Feed 
Additives and Feed Pre-mixed with Additives Approved for Imports to China by Countries and Regions” clarifies the listed products defined by AQSIQ as “Traditionally Traded Products” (TTP) based on previous import records maintained by AQSIQ. Additionally, effective on March 1, 2018, non-TTP “Feed Additives and Feed Pre-mixed with Additives” are PROHIBITED from export to China. 
The U.S. government and industry has been working with AQSIQ on full market access for U.S. feed additives and feed premixed with additives to China since 2015.

Before export to China, quarantine entry procedure and registration of overseas production and processing enterprises shall be completed for feed additives not included in this list in accordance with Administrative Measures of Inspection, Quarantine and Supervision on Import and Export Feed and Feed Additives.
2. Before import of the product, please apply for quarantine approval procedures for entry animals and plants in accordance with AQSIQ Announcements on Revising the Risk Level of Import and Export Feed and Feed Additives and the Way of Inspection and Quarantine Supervision (No.144 in 2015). 
Before the import, Certificate of Import Registration (duplicate) for feed products issued by Ministry of Agriculture shall be provided.
3. Feed additives containing ingredients of animal origin shall also comply with requirements on the List of Animals and Their Products Prohibited from Animal Epidemic Countries and Regions. 
4. Overseas production and processing enterprises listed on the list shall be registered in accordance with requirements on Administrative Measures of Inspection, Quarantine and Supervision on Import and Export Feed and Feed Additives.

3. Please refer to relevant inspection and quarantine regulations for imported raw grain for requirements on the import of feeding raw grain. 
4. Before the product import, please apply for quarantine approval procedures for entry animals and plants in accordance with AQSIQ Announcements on Revising the Risk Level of Import and Export Feed and Feed Additives and the Way of Inspection and Quarantine Supervision (No.144 in 2015).

Since January 8, 2014, the handling of License for Quarantine of Entry Animals and Plants for processed plant source protein feed products imported from Pakistan, Vietnam, Russia, Kazakhstan and Canada (except for the rapeseed dregs) has been suspended; licenses accepted and approved before is still valid until the running out.
